Katie Burns, founder and principal of Katie Burns 10,000 Lakes Consulting, is a seasoned leader in the health and human services sector. Katie can help your organization manage new opportunities and challenges. She is effective at addressing organizational needs and operational issues in the midst of high pressure, rapidly changing circumstances. With two decades of budgetary, policy development, administrative leadership, and health reform implementation experience at the state and federal level, Katie has a unique breadth and depth of management and analytical skills to assist your organization. 

Experience

Katie has expertise in integrating policy, strategy, and operations to launch new health care initiatives and to address extraordinary challenges.  She has strong functional skills in problem-solving, prioritization of operational issues, facilitation, stakeholder engagement, business planning, and management of organizational development and growth. She also has extensive experience working with state and federal officials and in government procurement and contracting.

Prior to founding her consulting practice, Katie held leadership roles at the Minnesota Department of Health and at MNsure leading implementation of major statewide health reform initiatives. Katie also served as Administrator of the Department of Anesthesiology at the University of Minnesota Medical School. Earlier in her career, Katie held non-partisan budgetary and policy analyst roles at the U.S. Department of Health and Human Services, Minnesota Management and Budget, and the Minnesota Department of Human Services.

Education and Training

Katie holds a master of arts degree in Public Affairs from the University of Minnesota Humphrey School and a bachelor of science degree in Journalism from Ithaca College. She was selected to participate in the highly competitive Presidential Management Internship program at the U.S. Department of Health and Human Services and in the State of Minnesota’s inaugural Emerging Leaders Institute. Katie also participated in the German Marshall Fund’s Marshall Memorial Fellowship Program.
